Victoria L. Proffitt was elected as the Chesapeake Commissioner of Revenue on November 2, 2021. Prior to her election, she served on the Chesapeake School Board from 2012 to 2021, leading as Chairman from 2018 to 2021. A native of Hampton Roads and a resident of Chesapeake for over 35 years, Victoria has spent decades serving her community with distinction and dedication.
Victoria is actively involved in professional leadership. She serves as the Treasurer of the Commissioner of Revenue Association of Virginia and Chair of the Hampton Roads Commissioner of Revenue Association. She recently earned the prestigious Certification of Master Commissioner of Revenue from the University of Virginia.
She also currently sits on the Governor's Advisory Board for Service and Volunteerism, Chesapeake Public Schools Educational Foundation Board, and the Executive Board of the Miss Chesapeake Pageant, an official program of the Miss America Organization. Her previous service includes roles as a member of the WHRO Board of Directors, Chairman of the Hampton Roads Educational Telecommunications Association, and board member of the Chesapeake Care Clinic, Governor’s School for the Arts, and the Chesapeake Youth Committee.
Victoria holds a Master of Education from George Washington University and a Bachelor of Science in Mathematics along with an Associate's Degree in Education from Norfolk State University. She also pursued additional studies in accounting and economics at Tidewater Community College, computer science and Spanish at Old Dominion University, and completed Flight Ground School at Piedmont Aviation.
Victoria spent 17 years as a secondary Mathematics teacher in both public and private schools, also teaching anatomy and Spanish. She was named Teacher of the Year in 1994. She also served as a librarian, media specialist, and curriculum/staff development specialist. Additionally, for 7 years, she was an Adjunct Mathematics Professor at Tidewater Community College.
With over 35 years of experience in accounting, bookkeeping, and taxation, Victoria has held key financial roles for a variety of organizations. She served for 17 years as staff accountant for a large agricultural firm and other businesses, including Mercy Chefs, a nonprofit that delivers meals to people impacted by natural disasters.
Victoria is a woman of faith and finds deep joy in helping those in need. She actively partners with local churches and community members to assist seniors in Chesapeake who struggle to pay their taxes, and she organizes the delivery of holiday food baskets to families in need.
Outside of her professional and civic duties, Victoria is an avid musician, singer, and orchestra member. She has served as a church children’s choir director and worship leader for most of her life. She played several sports and coached softball for five years through Chesapeake Parks and Recreation. Victoria has one son, two daughters, and three little dogs who she loves very much!
