A Message from Victoria

To the Citizens of Chesapeake, 


It has been an honor to serve as your Commissioner of Revenue over the past four years. During this time, I have worked diligently to build an office rooted in excellence, with a strong focus on meeting the needs of both businesses and taxpayers. 


I have introduced new tax relief programs to support all of our citizens, with special assistance for seniors, individuals with disabilities, and 

disabled veterans—ensuring they receive the support they deserve. Additionally, I have established new departments that have significantly improved the efficiency and responsiveness of our office, which remains committed to delivering high-quality customer service to the citizens of Chesapeake.


I am proud of the progress we have made, and I remain committed to serving our community with integrity, innovation, and dedication.


I would be honored to have your vote to continue serving as your Commissioner of Revenue and to carry on this important work for the citizens of Chesapeake.

  • Elected Chesapeake Commissioner of Revenue in 2021
  • Master Commissioner of Revenue Certification from the University of Virginia
  • Chairman of the Hampton Roads Commissioner's of Revenue Association
  • Treasurer of the Virginia Commissioner's of Revenue Association 

  • M. Ed. from George Washington University
  • B.S. in Mathematics from Norfolk State University
  • Appointed to Governor's Advisory Board for Service and Volunteerism
  • Former Chairman of the Chesapeake School Board
  • Over 35 years of experience in accounting, bookkeeping, and taxes

Accomplishments as Commissioner

  • Prevented real estate tax increases by creating new revenue programs aimed at funding public safety
  • Created a new Department for Elderly and Disabled Tax Relief
    • expanded the program with higher income limits - broadening the number of eligible participants
    • reduced the number of income tiers from 11 to 4 - broadening tax relief for those in the program
  • Created a new Department for Disabled Veteran Tax Exemption
    • reduced the application wait time by over 60%
  • Expanded the Business Tax Department leading to an 83% reduction in the number of Business Tax Delinquencies
  • Worked with City Council to lower personal property tax bills by an additional 22.5% in 2022
  • Worked with City Council to exempt Chesapeake farmers from business tax and business personal property tax
  • Created a new Senior Tax Relief program accepting donations from churches, non-profits, and businesses to pay off taxes for seniors in jeopardy of losing their homes and vehicles
  • Received the VOLUNTEER Hampton Roads Award for "Commissioners and Cans" - a program collecting canned goods for the local Food Bank 
  • Manage and maintain a fully staffed office with record high morale
